The Java Desktop System continued...

The four workspaces (4 by default, you can change the number) allow you to open many windows without cluttering up the screen and having to use Alt-Tab to switch between many windows.

For example, if you open up the "Performance Meter" application (to show how "busy" your machine is) ...

... then right-click on the top-left icon of the window to get a pop-up context menu, you can choose "Put on all workspaces" ...

... then the window, in this case, the Performance Meter, will occupy all four workspaces, as you can see below:

When a window exists in such an arrangement, its context menu changes slightly, so that you can reassign the window to a single workspace, or to move it to other workspaces:
